Вчера в Москве состоялось заседание «круглого стола» на тему «О нормативно-правовом регулировании использования радиочастот», которое провела Комиссия СФ по естественным монополиям совместно с Комитетом Совета Федерации по обороне и безопасности.
Вели «круглый стол» члены Совета Федерации Валентин Межевич и Вячеслав Новиков. С докладами выступили генеральный директор ФГУП «Главный радиочастотный центр» А.Русанов и заместитель Министра связи и массовых коммуникаций Н.Мардер.
Проблемы использования радиочастот приобрели глобальный характер, и от того, как будут решены вопросы использования радиочастотного спектра в Российской Федерации, какое место займут в этом процессе саморегулируемые и коммерческие организации, зависит информационное будущее страны.
В повестке дня – изменение законодательной базы для обеспечения современных механизмов использования радиочастотного спектра. Необходимо определить правовой статус государственного регулирующего органа в данной сфере. Законодательные предложения в этом направлении уже есть, и их надо рассматривать в ближайшее время, чтобы не оказаться на обочине мирового прогресса. Ведь модернизация в современном мире происходит, в основном, за счет развития и внедрения информационно-коммуникационных технологий, где связь – одна из самых востребованных составляющих.
Тормозом информационного развития в России стал дефицит радиочастот и низкая доля радиочастот, отведенная непосредственно для развития технологий гражданского применения. Участники «круглого стола» обсудили пути решения этой проблемы. И одним из основных путей повышения эффективности использования радиочастотного спектра, по мнению участников дискуссии, может и должна стать, конверсия.
На заседании был внесен ряд законодательных предложений, целью которых является систематизация категорий полос радиочастот и развитие в этой сфере рыночных отношений. Также прозвучало предложение законодательно разрешить участникам рынка переуступку действующих разрешений на использование радиочастот с согласия госрегулятора.
На заседании «круглого стола» был представлен проект ФЗ «О внесении изменений в ст.2 ФЗ «О связи», который в итоговом документе участники «круглого стола» рекомендуют Госдуме рассмотреть. В законопроекте предлагается правовое определение конверсии радиочастотного спектра, сообщает пресс-служба Совета Федерации.
По итогам «круглого стола» были приняты рекомендации в адрес профильных федеральных ведомств и законодателей, в которых предлагаются пути решения наиболее актуальных проблем в сфере использования радиочастот.
