Путин пообещал принять меры за неисполнение программ по развитию Дальнего Востока
Президент РФ Владимир Путин предупредил членов правительства, что будет вынужден принимать «соответствующие меры», если они не будут исполнять программы развития Дальнего Востока.
На заседании президиума Госсовета Путин выразил недовольство тем, что в ключевых программах отсутствуют «дальневосточные разделы». «Я посмотрел отчет об исполнении решения — своего рода рейтинг госпрограмм в интересах Дальнего Востока. И надо прямо сказать: по ряду направлений картина такая — не хочется говорить „удручающая“ — мягко говоря, скромная», — сказал глава государства.
«Кто составляет программы? Отраслевые министерства и ведомства. И вместо того, чтобы выделять там, как я и просил, дальневосточное направление, его либо вообще нет, либо представлено чисто символически», — констатировал президент.
Он обратился к «коллегам в правительстве»: «Я проанализирую, вот честное слово, я посмотрю на это самым серьезным образом, и кто не будет исполнять это — будут приняты соответствующие меры».
Финансирование программ развития
Президент России потребовал от правительства гарантированного финансирования программ развития Дальнего Востока.
«Обращаю внимание правительства в целом, экономического блока, Минэкономразвития, Минфина на то, что Дальний Восток у нас продолжает оставаться приоритетом. Давайте не будем забывать об этом никогда», — сказал глава государства.
Он поручил «внести необходимые коррективы» и «на будущее обеспечить гарантированное финансирование программ комплексного развития регионов».
Президент констатировал, что «уже сейчас проблемы возникают как на уровне федерального бюджета, так и на уровне отдельных ведомств». «Мы знаем, что в силу различных, в том числе объективных причин, нам пока не удается выполнить все, что мы собирались сделать по финансированию дальневосточных проектов», — уточнил Путин. Он признал при этом, что «выстроена в целом работа неплохо».
Глава государства напомнил и о решении выделять «так называемые дальневосточные разделы в ключевых программах».
Рост промышленности
Президент России заявил, что промышленность на Дальнем Востоке растет темпами, опережающими общероссийские. «За три последних года — а три последних предыдущих года были непростыми для российской экономики в целом — все-таки рост [промышленности на Дальнем Востоке] составил в среднем 8,6%, — заявил он на заседании президиума Госсовета. — Это, конечно, резко отличается от того, что мы видим по стране».
Путин также констатировал, что «мы уже научились привлекать на Дальний Восток инвестиции, и эта работа, безусловно, будет продолжаться».
Президент напомнил о задаче создания условий для того, чтобы в каждом регионе Дальнего Востока уже к середине 2020-х годов произошли качественные изменения к лучшему. Он отметил, что было принято решение о масштабном и прогрессивном освоении региона.
«Понятно, что за прошедшие несколько лет невозможно было кардинально переломить отставание, накопленное десятилетиями», — подчеркнул президент. «Когда я смотрю на то, что делается, иногда возникает такое чувство, что совсем мало, что делается, — признался глава государства. — Потому что хочется быстрее, хочется работать эффективнее, хочется, чтобы все мы работали эффективнее. Но я понимаю, что все, что мы делаем, — вещи длительного цикла исполнения, поэтому все не так просто и не так быстро, как бы нам хотелось».
К числу позитивных изменений Путин отнес создание специальных институтов развития, нормативно-правовой базы, на основе которой работают территории опережающего развития и свободный порт Владивосток, а также действует программа «дальневосточного гектара» и запущены крупные инфраструктурные проекты. «Все это уже дает определенную отдачу», — констатировал он.
Президент РФ поставил губернаторам дальневосточных регионов задачу за три года добиться вхождения своих регионов в первую половину Национального рейтинга инвестиционной привлекательности, который ежегодно составляет АСИ.
«Считаю возможным поставить конкретную задачу: в предстоящие три года все дальневосточные субъекты Федерации должны войти в первую половину национального рейтинга регионов по качеству делового климата, — сказал он, выступая на заседании президиума Госсовета. — Это значит, что интенсивность и динамика позитивных изменений на Дальнем Востоке должна быть, действительно, опережающей. Другие регионы также будут стремиться улучшить свои позиции».
Путин попросил обратить внимание на избыточный контроль и надзор. Он напомнил, что уже поручал ответственным органам разобраться в этой ситуации и навести порядок в контрольно-надзорной деятельности.
